A landslide, though not a unanimous one.
One of the voters for Drusus wanted to see what Socrates did before committing Cassius (and then covered himself by giving contingency orders for Cassius anyway, although they were for an attack on Milon rather than recovery).
One alert correspondent reminded me of the restriction that Tribunes suffer when issuing orders [4.42], namely that they can give individual orders only to proper Roman legions, not the alae units. In addition to reminding me that I've probably mistakenly ignored the similar Præfect Equitum rule [4.44], it greatly inconveniences Cassius, since all those nearby yellow and brown-rimmed troops are alae cohorts, not legion units.

He first moves to get the V Legion (purple) hastati in range, then orders the unit with four hits to recover (both units in the hex now have two hits). He uses his third order to again move himself his remaining 2 MPs back to within range of Laevinus.
Leaders waiting to be activated now are: Drusus (3), Laevinus (5), Socrates (3), Leonatus (4), and Megacles (4). No momentum is possible, due to Pyrrhus's earlier trump.
Socrates is now at bat. What should he do?
Thinking ahead a bit, Drusus's move is obvious -- go east to help Falco. So let's also vote for what Leonatus and Megacles should do.
Note that Leonatus can't get within range of the off-picture routing cavalry unit, nor can he give orders to the elephants.
Also, Megacles can use his command range rather than orders if he wants to allow the cavalry already adjacent to the enemy to begin shock combat. Furthermore, the damaged HC two and three hexes north of Megacles have suffered pursuit Break-Off results earlier in the turn, and hence may not move!
