Not much consensus here. I found this surprising, given the situation on the Epirote right flank.
After this activation (and remember no Momentum is possible because of Pyrrhus's trump), the Romans will get to move a '3' leader, and the odds-on favorite would be Falco, who could rip into the LC with attack superiority. The small chance of the damaged RC routing ought to be outweighed by the doubled cohesion hits suffered by the Epirotes, practically guaranteeing that most of the LC would rout.
To head off this possibility, the course of action that I'd recommend is to attack! LC vs RC is a decent attack, and the marginal Epirote TQ advantage, combined with the existing hits on the RC, should make for an effective attack.
Since no one else voted for this, I'm throwing my vote in with the Activate Milon "crowd". Whether the Romans OW or stand, the Epirotes will inflict hits (for crossing the river or through shock, respectively) and delay the Roman attack.
