Belisarius marches an MI to the left, then returns to the center and shifts around the anchor units on the left flank. Since it's not completely obvious from the graphic, note that the LI which moved are facing East (as you would expect) but that the MI are facing Southwest, their few MPs prohibiting any fancier movement.
Belisarius tries for Momentum and, incredibly enough, fails. The dice gods have not been looking kindly on the Romans.
