I think that, in general, giving your EIO activation to a subordinate is good strategy, as it gives the SC an extra guaranteed activation, without having to roll for Momentum.
A.John plugs the holes in the line and removes the cohesion hits from the flank cavalry. It's a bit hard to see on the map, but the leader had to accompany the MI to get the flank HC in range. After recovering those units, he used an IO to move himself one hex north -- now he's back in range of the OC.
