The picture is from an early '80s Fisher-Price Ad. This playset is a modern update of the Parking Ramp Service Center. The base, however, is plastic and not masonite, and the car rack is built into the back right side of the toy, as opposed to being a seperate piece. In later editions, this feature is replaced alltogether with a handicapped parking space. Instead of a built in gas pump, there is a toll gate. The people elevator is no longer a small box with a clear top, but a roofless piece with two built in seats for the little people, probably much safer for them than the old system. In most other respects however, it is the same toy as the PRSC.
