Rather a standard looking fellow. Man sized, with the same type of hat normally found on Police/Postal workers. Giveaway here is that he's dressed in white, a nice captain's outfit. If you find a guy in white with no helmet, he's a doctor. Those are the only other white people you might find. Perhaps the houseboat captain is really a doctor taking his boat out for a cruise? Hope he remembered his beeper.
