             BIGGER AND FASTER REWARDS FOR DISRUPTING TERRORISM


   We need to start paying big rewards immediately to any person who
   disrupts terrorist activities in any way.

   This way, we can obtain the services of millions of free-lance
   informants and anti-terrorist activists. Also, such a program would be
   a great deterrent, because any potential terrorist would never know
   who might be ready to turn him in for cash.

   It is not good enought to pay only "on conviction." That way misses
   the main point, which is to disrupt and prevent terrorism. Conviction
   of individual terrorists is only one small piece of the bigger
   picture.
