Both are true, so you can choose the one best suited to your particular situation. Either one should provide political cover from right-wing attack if you vote to acquit. 1. "The charges were not proven beyond a reasonable doubt." "In our system of justice, an accused person is presumed to be innocent of a crime until he is proven guilty beyond a reasonable doubt. This presumption of innocence applies to all people, to presidents no less than to any other person. In my judgment, Clinton was not proven guilty of any crime beyond a reasonable doubt." 2. "His actions were not quite perjury or obstruction." "In my judgment, the President's actions fell below the standard which I feel he should uphold. However, he minutely stayed within the parameters of the law. He came perilously close, but he did not quite cross the legal line into perjury or obstruction of justice."
