Welcome to The Institute For Democratic Procedures at LoveAllPeople.org.
At LoveAllPeople.org, we recognize and accept the Golden Rule, "Treat Others As You Would Like To Be Treated," as the clearest expression of God's moral law for all mankind.
We also understand that the Golden Rule leads directly to Democracy and equality under the law, because the Golden Rule directs us to give the same power to others as we would like to have for ourselves, namely, the power to make decisions in matters affecting our lives. How much power? The same as we have ourselves, and this leads immediately to the idea of "one man, one vote," with all votes being of equal weight. So, Democracy is the natural result of applying the Golden Rule to the question: "What kind of government should we have?" Similarly, the Golden Rule leads directly to the idea of equality of all people under the law.
Legitimate governments exist only with the consent of the people governed, and Democracy is the process which best expresses the collective will of the people, and hence, their consent. The Democratic process consists first of electing the representatives and then of allowing the collective will of the representatives to be expressed in assemblies properly regulated by parliamentary procedures.
This page has three main sections: Theory Of Democracy, Holding Fair Elections, and Parliamentary Procedure.

Representative Democracy operates just like power of attorney. When we elect a representative to a legislative body, we are in effect granting a limited power of attorney to the elected representative to act in our behalf in all matters pertaining to the legislative body. To me, this is the best way to understand the idea of "representative Democracy." There is nothing mystical or etherial about it: we are simply granting our power of attorney to the elected representative.

LAW OF UKRAINE ON ELECTIONS OF PEOPLE'S DEPUTIES OF UKRAINE
"And whether these forms be in all cases the most rational or not, is really not of so great importance. It is much more material that there should be a rule to go by, than what that rule is; that there may be an uniformity of proceeding in business, not subject to the caprice of the Speaker, or captiousness of the members. It is very material that order, decency and regularity, be preserved in a dignified public body." - Thomas Jefferson, in "A Manual Of Parliamentary Practice" (see below.)So here is what we need to know about Parliamentary Procedure.
First we have a very elementary introduction to Parliamentary Procedure. Then we have Thomas Jefferson's immortal classic document, "A Manual Of Parliamentary Practice," which is just as valuable today as it was two hundred years ago, facing the timeless issues of arriving at group decisions which fairly express the will of its members. Finally, we have an excellent online version of Robert's Rules Of Order, Revised, which has been the standard text in the USA for about a hundred years.
