Prior to 1996, the methods of retrieving these codes varied from car to car, but most cars did not absolutely require any special tools or equipment to retrieve the codes. A good book which explains all of this is here => Haynes Techbook: Computer Codes and Electronic Engine Management Systems For 1996 and newer cars, however, special equipment is needed to retrieve the codes, which are now standardized under the OBD II system.
